Bury had already begun an ambitious journey to transform the relationship between communities and public services through its Let’s Do It! strategy, a borough-wide commitment to community power, neighbourhood working and putting relationships at the centre of public service reform. The vision recognised that addressing complex health and wellbeing challenges required more than traditional service delivery. It required communities and public services to work differently together.
At the same time, there was growing recognition across Greater Manchester that many communities, particularly those experiencing disadvantage, inequality and exclusion, were often involved too late in decision-making processes or not at all. Public services wanted to build stronger relationships with communities, share power more effectively and create conditions where local people could influence and shape the support they received.
Supported by funding from the Greater Manchester Workforce Collaborative, Collaborate Out Loud CIC and Creative Inclusion were commissioned to develop the foundations for a new community-led approach to health and care across Bury’s five neighbourhoods.
